Possibly Rocky River east of Charlotte in North Carolina? The rules also mention Charleston Volunteers (most likely South Carolina). Contents transcribed below. Manuscript transcribed as follows: 1st. A sacred regard to the just duties of soldiers shall uniformly guide our conduct 2nd. When our country demands our services (if permitted) we will take the field in a body under our officers in the Charleston Volunteers 3rd. When under arms we will observe the most perfect silence except when ordered to rest during which time we oblige ourselves to observe good order and decorum 4th. The members of this troop and those who may hereafter join it shall equip themselves with feed and complete uniform within three months from the date of their enrolment 5th. Every Officer and Private of the Troop shall appear at each Company or other muster in full uniform and with all the necessary equipment or forfeit, if a noncommissioned officer or private, the sum of twenty-five cents and if a commissioned officer the sum of seventy five cents 6th. The present members of the Company shall sign these rules and that no person shall be enrolled until he shall have done the same. 7th. No substitute shall ever be on any pretense permitted to perform the duties of any member of the troop except in time of actual service 8th. It shall be the duty of the Commissioned Officers of the Company on every company muster day when a sufficient number of them attend to hold court marshall and try all defaulters for non attendance of muster or for a deficiency in equipment and all fines imposed shall be promptly collected or due return speedily made of the executory 9th. The First Sergeant of the troop shall for the time being collect all fines imposed and pay them over to the Captain or other person authorized to receive them when ordered to be expended by the troop 10th. Our Commissioned Officers who shall fail to attend a troop muster shall be decided by the voice of the troop in the absence of the officer 11th.
