Playing Equipment This expansion set contains new rules and two decks of cards. Each deck consists of 40 cards, showing Tech Level ratings from one to five with eight cards for each Tech Level. • The Army Deck • The Navy Deck Note: Since there are eight cards for each Tech Level you can use this expansion set with The Middle Powers, for playing a seven or eight player game.
