A three-month rush of observations and a few conclusions, set down during the five-day Atlantic crossing homeward. The author landed in England February of 1919, interviewed hundreds of people in seven countries. He particularly talked with finance ministers-- Poland, Rumania, Greece, Jugo-Slavonia, Czecho-Slovakia, as well as England, France, Switzerland, Italy, Spain, Belgium. Despite appearances of normality (cows grazing, tulips blooming,etc), the author insists he observed "a state of affairs so novel that the whole world's history has nothing comparable to offer". He urges prompt action, as "America must understand how her own fortunes are bound up with the fate of European civilization and that European civilization is confronted with extreme dangers."
